Quebec has the third highest suicide rate in the industrialized world. On Monday, the Quebec government unveiled a plan for prevention programs and public education it hopes will cut the death toll.

Health Minister Jean Rochon says there's no simple explanation for why Quebec's suicide rate is higher than any other region but Hungary and Finland.

Rochon says suicides have risen steadily since the early 1970s. There were especially high numbers in 1982 and 1983, as well as the beginning of the 1990s.
