Gerry Byrne was not able to get his questions about the revoked ACOA appointment for Kevin MacAdam answered. (House of Commons)It is still not clear if a former P.E.I. fisheries minister is receiving a salary for an appointment at ACOA that was revoked by the Public Service Commission in August.
The PSC ruled there was improper conduct by individuals at ACOA that affected the selection of Kevin MacAdam for a senior management appointment. MacAdam has asked for a judicial review of the decision.
As the decision is reviewed there is some question about whether MacAdam is receiving his salary, which would be between $110,000 and $130,000, or expenses for learning French in Ottawa. Liberal MP Gerry Byrne stood in the House of Commons during question period Monday looking for answers.
"Can the minister show some semblance of protecting the integrity of the public service by confirming that Mr. MacAdam is no longer receiving taxpayer-funded language training for a job that had mandatory bilingual requirements from the get go?" Byrne asked.
"He will confirm that he is no longer receiving Ottawa living expenses when his job is in Charlottetown, P.E.I.?"
Gerald Keddy, parliamentary secretary for ACOA Minister Bernard Valcourt, refused to say if MacAdam was still being paid.
"This is a matter that is before the courts, but I can tell you Mr. Speaker that this is not a political issue," said Keddy.
"Public court records state that the commissioner found problems with the way the public service ran their hiring process. They did not find any political interference by ministers or political staff."
Keddy's response was a virtually verbatim repetition of a statement issued by Defence Minister Peter MacKay's office last week. MacAdam's first job after leaving politics in 2006 was as a political advisor to MacKay.
