The first winter storm of 2013-14 on P.E.I. was, in some ways, two different storms.

Heavy rains overnight Tuesday caused flooding in parts of Charlottetown. By early Wednesday morning in western P.E.I. and mid-morning in Charlottetown that rain had turned snow. RCMP warned people to stay off the highways.

The dual nature of the storm is illustrated by these two pictures: one taken Wednesday morning, and the other Thursday morning.
