The men were then taken to hospital, where Valladeres was pronounced dead.
Poirier said on Thursday that the incident was thought to be gang-related.
Eight men who were not believed to have a direct connection to the shooting were taken into police custody on Thursday and then released.
Police wouldn't say if the three people arrested on Monday were among the eight taken into custody on Thursday.
Gatineau police and the street gang unit of the Ottawa police are investigating.
