A blueprint for Ottawa's light rail, buses, roads and cycling and pedestrian infrastructure over the next 25 years will go to full council after a key section failed to gain approval from the city's transit and transportation committees.

After a debate of more than 13 hours and votes on multiple details, the section of the new Transportation Master Plan dealing with how the plan will be phased in was rejected by the committees Wednesday.

Transportation committee chair Maria McRae cast the tie-breaking vote against that section, Coun. Clive Doucet confirmed.

"It's impossible to implement the plan because of the section she voted down," he added.

However, Doucet believes the vote on that section will just get reversed by the full city council and the plan will go ahead.

Also rejected by the committees was an alternative transit plan proposed by Coun. Christine Leadman and Coun. Clive Doucet earlier this week that advocated using Carling Avenue as a west-end light rail corridor instead of the Ottawa River Parkway and cutting new investments in buses.

Council will debate the Transportation Master Plan on Nov. 26.
