The grandmother of a baby girl found in a Sydney, N.S., parking lot Sunday says Community Services knew the living conditions of the baby were not good.

The grandmother cannot be identified under the Children and Family Services act.

She said she called Community Services several times in the last few months to report her teenage daughter, the baby's mother.

She also said her daughter asked her to look after the baby from time to time, but then Child Services would demand the baby be returned home.

"In my opinion they should be accountable for what's happened and I told them that when I returned the child last time," she said. "I said it won't end until they do something."

The woman suggested people such as the child's parents should be in treatment for mental health issues, domestic disputes and anger management.

"You know, I don't want this child full time. I want her to be with her parents, but the parents need to get help," she said.

The 14-month-old baby was asleep when found in her stroller early Sunday.

She was unharmed and is now in foster care.
