Halifax regional council has trashed a recommendation on a recycling contract because of a $1.5-million difference.

At a meeting Tuesday, council rejected a staff suggestion to continue with the current company handling the municipality's recycling services.

The bid from Miller Waste Systems, whose contract expires at the end of March, was nearly $14 million over five years, depending on how much more recycling is done. Waste Management's bid was $12.4 million.

"In my opinion, $1.5 million is a big chunk of money, especially when we're trying to reduce the taxes, not increase them," said Coun. Russell Walker.

Jim Bauld, manager of the municipal solid waste system, said staff recommended the Miller Waste proposal because it included additional plastics and an expansion of the facility, if required.

Coun. Bill Karsten was stunned that the tender was rejected with very little debate.

"I am just simply amazed," Karsten told his fellow councillors. "I'm wondering if there wasn't some lobbying going on, quite frankly."

Walker said no lobbying influenced his decision.

Municipal staff have been told to prepare another report on the issue.
