Canadian military investigators have ruled out foul play in the death of Lt. Andrew Webster in the Seychelles Islands, but a probe continues into a possible breach of regulations by personnel on board the HMCS Toronto.

Webster was a sailor on the Toronto and was found dead in a hotel room while on shore leave earlier this year. The Canadian Forces Military Police is refusing to say how he died.

The military subsequently started three separate investigations into his death. One has ruled out foul play.

But a board of inquiry is convening in Halifax to look at the circumstances around the death, something that happens when there’s a death for reasons other than wounds received in action. That should wrap up next month.

A third investigation is looking at whether regulations on the Toronto were breached.
