Her resignation comes after a turbulent year resulting in three of her four council members resigning.
Kassi said she was not supported in her efforts. She said she had hoped to address more youth issues during her mandate.

(CBC)"I do this with a very heavy heart because I set out to do a lot of good work and pay a lot of attention to our youth, the growth of our youth and stuff like that. It’s time to move on and I will continue doing that in other ways, of course," she said.
Kassi, who is a former member of the Legislative Assembly for the territory, said she has been in politics long enough to know when it’s time to go.
"Knowing politics, I think sometimes we just have to make the best choices and I decided since the people wanted to call a byelection, I’m going to do just that and respect their wishes," she said.
She said she hopes younger, more educated citizens put their names forward.
One council member, Margaret Smith, will remain to serve out her four-year term.
The byelection for chief and three councillors will be held March 13.
