Newfoundland and Labrador municipal leaders have voted to campaign the provincial government to make snow tires mandatory for winter driving.

By a narrow margin, delegates at a Municipalities Newfoundland and Labrador convention in Corner Brook on Saturday approved a motion for a campaign.

"It was almost split down the middle. In fact, the count was 109 for and 102 against," said Labrador City Mayor Graham Letto, the association's president.

Letto did not take part in the vote himself, and admits he's not persuaded that a new law is even necessary to make winter driving safer.

"Some people feel that all-season radials work just fine," Letto said.

"A lot of those people feel that it's more of an education issue rather than the use of snow tires and [that] driving the proper speed limits and driving in the proper conditions was a much bigger factor than putting on snow tires," said Letto, adding that such tires can create a false sense of security.

The Newfoundland and Labrador government is reviewing the issue.

Opposition Leader Yvonne Jones thinks forcing the use of winter tires makes sense. Last year, she pressed government to consider making them mandatory.

She said Quebec has already passed legislation, and that other provinces are following their lead.

"In New Brunswick now they're introducing the same form of legislation and laws, and it will become mandatory there as well," Jones said in an interview.

"So, we would be the third province in Canada if government is prepared to support it and endorse it."

The MNL motion asked for vehicles to be outfitted for snow-covered roads between Nov. 15 and April 15 each year.
