Driving rain and high winds affected turnout at the event, although hundreds still lined the memorial, off Duckworth Street and Water Street.

Anthony Germain hosted the webcast, which was simulcast with a CBC Radio news special. Edward Roberts, the former lieutenant-governor of Newfoundland and Labrador, joined Germain as a guest.
