‚ÄčGwen Samms, president of the Society for the Care and Protection of Animals shelter, said volunteers at the shelter were shocked by the discovery on Monday.

"The lifeless little body that was found can only hint at the terror and torture she must have endured," Samms said in a statement.

The kitten was estimated to be between 12 and 14 weeks of age.

Samms said it's not the first time this has happened. A decade ago, someone threw two adults cats over the fence into the dog enclosure, with both being killed. The perpetrators were never found.

Donations are being made to purchase a security camera system for SCAPA's shelter.

SCAPA is urging anyone with information to contact the shelter or go to the RCMP.
