A Montreal landlord is once again under the watchful eye of the Montreal borough of Côte-des-Neiges-Notre-Dame-de-Grâce after tenants in another one of his apartment buildings are complaining about poor living conditions.

Marc Barchichat was forced in October to restore the heat to tenants of the 2290 Girouard Ave. apartment complex after it had been switched off just as the cold weather hit.

Now, his tenants at 4309-4311 Beaconsfield Ave. in Monkland Village, say there are numerous problems with their complex, including a broken front door and shattered glass in the entrance way.

Tenant Andrea Velez said she has been trying to contact Barchichat for four months to tell him about the problems.

He has never responded to her complaints, even though she sent him a registered letter complaining of the issues, Velez said.

Borough staff inspected Velez's apartment two weeks ago.

"We instruct our inspectors to be very vigilant on a few landlords. We already know Mr. Barchichat, so we went there because we want to make sure that everything is okay," said Michel Therrien, spokesman for the borough of Côte-des-Neiges-Notre-Dame-de-Grâce.

Therrien said the borough has sent Barchichat a written notice to fix the building's problems within 30 days.

If he fails to do so, the borough will fix the problems, and then bill Barchichat, Therrien said.

Landlord said he has made repairs

Barchichat said he has not yet received the notice.

"I don't know what they are complaining about. I have not read any letters to that effect," Barchichat told CBC News.

He said he has made repairs.

"I think we attended to the repairs and to the requests from the tenants, and I think it was done properly to the satisfaction of the customers," Barchichat said.
