Quebec gays and lesbians still encounter discrimination at school, at work and at home, according to a new report for the province's Human Rights Commission.

Quebec may not be a homophobic society, but homophobia still exists in the province's public institutions, social and health services, workplaces and homes, the report concluded.

The task force assigned to conduct the investigation recommends Quebec create a policy on homophobia, and designate a minister who would be responsible for implementing new guidelines.

The report also recommends more anti-homophobia training for public-sector employees.
