Quebec Health Minister Philippe Couillard is denying claims the government is poised to soften new anti-smoking legislation to satisfy some angry bar owners.

A report says Couillard is giving in to demands that smoking continue to be allowed on outdoor patios of bars after the public ban comes into effect May 31.

Couillard points out there was never a ban on outdoor smoking.

"It was always clear that smoking was allowed on terrasses, provided it is done in a way that is not transforming a terrasse into a new enclosed [space.] So, no barriers around the terrasse," Couillard said Thursday. "And again, the law has not changed one iota from the day it was adopted."

Couillard says outdoor smoking areas may have an overhead cover, but no music is allowed, and staff may not serve customers in smoking areas.
