The speech, which will be delivered this Wednesday, is supposed to lay out an agenda for consumers such as reducing roaming fees and unbundling TV channels. The speech, which will be delivered this Wednesday, is supposed to lay out an agenda for consumers such as reducing roaming fees and unbundling TV channels.  

Critics say it's all part of a campaign to make the Conservatives look like the party of the middle class.
