Winnipeg plans to grant amnesty to dog owners this summer.
The plan allows owners that do not currently have a dog licence to buy one without facing retroactive fees and fines.
The grace period runs from June 1 to Aug. 31. After that, Winnipeg will become a zero-tolerance dog licensing city. Unlicensed dog owners will be fined $250.
Winnipeg has one of the lowest dog licensing compliance rates in Canada, with an estimated 40 per cent of dogs licensed in the city.
