Elderly woman's discharge from hospital outrages daughter

The daughter of a 78-year-old Winnipeg woman says couldn't believe her mother was discharged from hospital last week without any home care arrangements in place.
Elvira Umbach suffered a heart attack last month and was sent to Seven Oaks Hospital in Winnipeg, where she stayed until last week.
Her daughter, Esther Kafka, who lives out of province, told CBC News she met with hospital staff to ensure Umbach would not be discharged until home care arrangements were made.
"How could she be released to a home, a 2½-storey home, with a heart condition, when the hospital was clearly advised there would be no one there to meet her?" Kafka said Wednesday.
Umbach is currently at home without any home care, said Kafka, who added that her mother has dementia and does not have the cognitive ability to live alone.
Kafka said Umbach has stopped taking medication and has seemed confused.
"How on Earth could my mother be discharged without a full assessment of her cognitive functions?" she said.
The Winnipeg Regional Health Authority told CBC News that the hospital has apologized to the family and the case will be reviewed by its Geriatric Assessment Program and its Home Care Program.
Kafka said she has been assured there are plans to arrange home care for Umbach by the end of the week.
She added that she is satisfied with how the health authority has responded since she went public with her concerns.
