A Winnipeg man says he is growing frustrated with how long it's taking his landlord to fix numerous problems in his Osborne-area apartment suite.

William Spencer says windows, walls and sinks in his suite are all in desperate need of repair, as well as a gaping hole in the bathroom ceiling. His shower pipes are held together with electrical tape.

Spencer has a number of chronic health conditions, including diabetes, that he says makes it difficult for him to move around.

"It's a disaster. Like, it's inhuman, the conditions that I have to live in here," he told CBC News.

Spencer took his concerns to the provincial Residential Tenancies Branch in May, and inspectors listed 19 things that his landlord must have fixed by July 6.

However, those repairs have not happened.

Kent Krempasky, whose family owns the building, said it is too expensive to make all the required improvements at once.

"Bills continue to rise but our rents continue to not rise, which has been a huge issue for us," Krempasky said.

Provincial government officials say if a landlord does not comply with the repair order, the tenancies branch can garnish rent to pay a contractor to make those repairs.

For now, Spencer said he is still waiting for someone to take action.

"It's been a nightmare. They won't repair, they won't do maintenance, and my health has really suffered because of it," he said.
