Randy Murray Williams has been charged with two counts second-degree murder in connection with a weekend double slaying in Winnipeg.

Williams, 27, is set to appear in court on Monday, two days after Darren Joey Swampy, 19, and Lee Brady Spence, 22, were shot to death following a dispute at a house party on Saturday.

Police have said they believe Swampy and Spence were evicted from the party in the 300 block of Ross Avenue. A short time later they met up with another man who had also been evicted from the party.

An argument ensued and the man allegedly drew a gun, fired at Swampy and Spence, then fled.

Police said the shooting happened in the 400 block of Elgin Ave. at about 2:40 a.m.

The two victims were taken to hospital in critical condition and later died. The deaths are the fourth and fifth homicides of the year in the city.

Kevin Swampy said he warned his cousin Darren about some of the people he was associating with: "I told him, I said one of these days you're going to be out there when none of us are going to be around to protect you and sure enough, it did. "

Swampy said his cousin wasn't the same after his mother passed away when he was 15 years old.

"I think after he lost her, he just lost it all and just couldn't concentrate at all and do nothin," Swampy said. "He was just shaky and going here and there, not going in a straight line."

He said his cousin also lost an infant daughter to SIDS last year.
