Harvard represented Winnipeg in the House of Commons for nearly 20 years between 1988 to 2004. Shortly after stepping down as an MP, he became the Queen's representative in Manitoba, holding the position until 2009.
Harvard was a radio broadcaster before he got into politics.
Janice Filmon, Manitoba's current lieutenant-governor, said she was saddened by the loss and sends her condolences to his family.
"Manitoba lost a good soldier," she said. "There are differences made because he walked here amongst everybody."
She wants Harvard to be remembered for his service to the province.
"When I think of John I think of voice, the actual physical sound of it, and the things that were important to him," Filmon said.
"The fact that he, after being with CBC, stood up and put his name on the lawn sign and was going to get involved in public service in a different way, giving voice to issues, I think of him as that way and really I would sum it up with 'voice.'"
Former Winnipeg South Centre Liberal MP, Anita Neville, said she will remember Harvard, her friend, for "his effort to make the world a better place."
"The overriding thing one thinks of when one thinks of John was his passion for social justice, his passion for those who were less advantaged in the world," she said.
Neville said she spent time with Harvard and his family while in Yellowknife when he was chair of the northern and western caucus.
The two became fast friends when they noticed common interest in a particular issue.
"I had a family member there with me who had done a lot of work on fetal alcohol syndrome as did he and his family," Neville said.
"That was a common bond … That was the starting point."
Prime Minister Justin Trudeau and Manitoba Premier Greg Selinger also expressed condolences to Harvard's family and friends.
