Winnipeg police have laid forcible confinement charges against a 43-year-old man in connection with the sudden death of a woman in the West Broadway area.

The woman’s body was found inside a Balmoral Street apartment building just after 8 a.m. Monday.

Police are remaining mum about the details of the discovery, but a source told CBC a man has been charged with forcible confinement in connection to the woman’s death.

Police said an autopsy is pending, and officers continue to investigate.

Building mostly vacant, neighbour says

Residents in the 200 block of Balmoral tell CBC News a number of police and members of the identification unit were seen going in and out of the apartment.

Arthur Haynes, who lives next door to the building, said animal services were the first called in. He thought someone had abandoned a bunch of cats then he heard there was a suspicious death in the building.

"They've been in there bringing out kennels," he said. "I thought maybe somebody had moved out and left their pets behind."

He hasn't seen any body being removed, however.

Haynes said the building has always been quiet, with no problems for neighbours. But it's also been nearly vacant.

He thinks there's only been one person living in one suite, with the rest mostly empty, getting repaired.

There has recently been a person painting and doing renovations and trying to rent out the suites, Haynes said.
