All but one member of Kitchener council voted Wednesday night in favour of an alternate route for the southern extension of Strasburg Road.

The alternate route skirts around environmentally sensitive wetlands and forest that are considered the habitat to the endangered Jefferson salamander.

The lone vote against the project was councillor Yvonne Fernandes.

"I will continue to say what I have said all along for the last 11 years. No road, no road, no road," she said.

Mayor Carl Zehr says he understands the frustration of those who do not want the road at all. In voting for the extension, he said he had to weigh the need for growth against environmental concerns.

Council is expected to hold a final vote on the issue in mid-October, with construction planned for 2017.

The estimated cost of the project is $22 million.
