An independent candidate who plans to run in an Edmonton riding believes the election rules favour party candidates.

James Ford came in second to Conservative candidate Tim Uppal in Edmonton-Sherwood Park in the last federal election. Ford plans to run again, but said the election rules make it difficult for him to hit the ground running.

"The major parties ruled that independent candidates could not campaign before an election before the writ was dropped," he said. "We also can't raise funds … before the writ is dropped, so we have to start from zero."

He believes the major parties banded together to make things tougher on independents.

"They ruled that through Elections Canada we also couldn't keep the $14,000 surplus we had last time," he said. "The parties ruled that we had to turn it in to Revenue Canada so we start over again, but they get to keep theirs."

If he wins the seat, Ford said, he will introduce legislation to remove some of those barriers.
