Enmax is now facing a fine of $10,000 in connection to a downtown traffic snarl on Monday.

Traffic was backed up for kilometres and many people arrived late to work because construction at Sixth Avenue and Macleod Trail south was not finished before the morning commute.

The fine would be issued for failing to meet the conditions of a permit, which indicated the work had to be completed by 5 a.m. MT.

"We issue permits with conditions that are meant to protect Calgarians and best serve the needs of the travelling public,” said City of Calgary roads director Ryan Jestin.

“The conditions of this permit were not adhered to and Calgarians experienced major inconveniences. We want to be very clear that this isn't acceptable.”

In a tweet, the head of communications for Enmax, Ian Todd, says the company accepts the city's decision.

The City of Calgary issues 30 street-use closures or permits each day on average for work on all city right-of-ways.

The city’s roads department creates traffic control plans in support of permitted work to help manage traffic and keep it flowing, especially during rush-hour periods.
