One of Calgary's mayoral candidates says a comprehensive review of city management is needed.

Wayne Stewart said that if elected, he'd begin a formal evaluation of every senior manager.

"Those who are found to have acted in self-interest or in violation of city procurement policies will be replaced," Stewart is quoted as saying in a news release.

He said he's concerned that the city auditor was fired after reporting on cost overruns and the city's bidding process.

Stewart, a former oil and gas executive and an advocate for the homeless, said he believes council and management made Tracy McTaggart a scapegoat to deflect attention from "widespread fiscal mismanagement" at city hall.

McTaggart was dismissed in June after an external review of her office found it failed to meet industry standards.

A month earlier, she had submitted a report that claimed systemic problems in how the city hands out contracts.

She said millions of dollars in contracts for projects — such as a new $25 million pedestrian bridge over the Bow River — were awarded without any competition, and resulted in dramatic cost overruns. She also found little paperwork to support some of those decisions.
