Leash law remains in force in Vancouver

A motion to make changes to Vancouver's dog leash bylaw has been defeated by city council after only one councillor supported the motion.
Newly elected councillor — and former B.C. Green Party leader — Adriane Carr brought the motion forward when a woman got a $250 ticket for a little-known bylaw infraction after leaving her dog tied up and unattended briefly outside a drug store.
“Most people I talk to, in fact virtually everyone I talked, to was unaware of this bylaw,” Carr said in presenting the motion.
Carr said she was hoping city staff would go back and make changes to a bylaw that has some dog owners upset.
But staff reported that the same rules apply in 13 other municipalities, with few complaints.
Other councillors spoke in favour of leaving the bylaw as it is, citing public safety issues and fear over aggressive dogs being left unattended.
“It’s not a responsible thing to do,” said Councillor Tim Stevenson.
Carr said she was disappointed.
“I’m sad,” said Carr. “I think we had a chance to improve this bylaw.”
Five tickets were handed out for the bylaw infraction in Vancouver in 2011.
