A jury looking into a fatal shooting by the RCMP's Emergency Response Team in northwestern B.C. has ruled the death a homicide and come up with 13 recommendations.

Rodney Shayne Jackson, 35, was killed at a remote cabin outside of Hazelton, B.C., in September 2009, several months after he failed to show up for court on criminal charges.

The five-person inquest jury returned their findings late Friday night after five days of testimony.

The jury ruled the death a homicide — one of five classifications of death used by the provincial coroner's service and used in the context of fact-finding, not finding fault or blame.

During the inquest in Terrace, B.C., the court heard Jackson died in hospital after sustaining a single gunshot wound to the back. The court also heard the RCMP did not bring an ambulance or first aid kit to the scene.

Among the jury's recommendations is a call for the B.C. Ambulance Service to obtain vehicles capable of off-road driving, and for all RCMP vehicles to be equipped with a standardized first aid kit.

The jury also recommended that an air ambulance be available in a timely manner to support police action where the possibility of danger exists.

The jury also called for investigations into police-involved deaths to be reviewed by an independent body, and for RCMP detachments in aboriginal regions of B.C. ensure a liaison officers presents regular reports to the governing bodies of their respective bands.
