B.C.'s police complaint commissioner has ordered a public hearing into allegations two Abbotsford, B.C., police officers used excessive force in an arrest that was videotaped and ended up on YouTube.

The allegations against Const. Doug Lemna, an acting sergeant, and Const. Daryl Young, stem from an October 2009 incident when the officers were arresting two men suspected in a drug deal, police complaint commissioner Stan Lowe said Monday.

Lowe said Young pulled a driver from a vehicle, and while the man was on the ground, Lemna applied force several times with his foot to the suspect's head and body.

The commissioner said that during the arrest, Young stepped on the back of the driver's knees and after handcuffing the other suspect, he returned to the driver and applied force with one knee onto the man's lower back, before handcuffing him.

Bob Rich concluded that one allegation of the use of unnecessary force by Young was not substantiated and the allegation of abuse of authority against Lemna was also not substantiated.

A hearing is necessary to help determine the truth of what happened, but no date has been set for the inquiry, said Lowe.
