Homicide investigators have identified a Kelowna, B.C., mother who was gunned down at a Halloween party in Surrey and are asking for the public's help in solving the case.

She was Roxanne Charlie, a mother of girls age two and four. She was on a visit to the Lower Mainland when she was killed, police said.

Charlie, 26, had gone to nightclubs with friends the night of Oct. 30 and ended up at an after hours club when she and a man were shot.

The man survived and has been interviewed by police. He and Charlie did not know each other, police said.

Police have not ruled out the possibility that Charlie — who had no police record — was a targeted victim.

Police counting on her friends

RCMP Cpl. Dale Carr of the Integrated Homicide Investigation Team said police are hoping that publicity about the case will help generate information from people who knew Charlie.

"They'll be able to tell us if she had any interactions with people good or bad, and that will get us started on a path as to who we can speak to," Carr said.

Chief Wayne Christian of the Splatsin Indian Band in the Okanagan said Charlie was trying to get her life on track while battling addiction.

"She'd been working really hard and actually she was just starting to become a voice for the youth," said Christian

He said Charlie's daughters are now in the custody of her parents.
