Two-term Victoria city councillor Dean Fortin is that city's new mayor-elect.
Fortin beat pro-business opponent Rob Reid with 7,700 votes, winning by just over 600.
Elected to Victoria city council were Charlayne Thorton-Joe, Pam Madoff, Sonya Chandler, Lynn Hunter, Geoff Young, Philippe Lucas, Christopher Mark Coleman and John Luton.
Elsewhere on Vancouver Island, three sitting mayors lost their seats.
In Esquimalt, city councillor Barbara Desjardins beat incumbent mayor Chris Clement by nearly 1,000 votes.
Councillors elected were Don Linge, Alison Gaul, Lynda Hundleby, Bruce McIldoon, Meagan Brame and Randall Garrison.
Meanwhile, in North Saanich, Alice Finall took the mayor's seat from Ted Daly by a narrow margin, winning by just over 400 votes.
Elected to council were Ruby Commandeur, Peter Chandler, Bob Shaw, Anny Scoones, Cairine Green and Sheliah Fea.
In Nanaimo, John Ruttan beat incumbent mayor Gary Korpan and city councillor Diane Brennan, taking the mayor's seat by just over 2,000 votes.
Incumbent mayor Gary Korpan, who guided city council for 15 years, took third place with just 3,100 votes.
Elected to Nanaimo city council were Bill Bestwick, Jim Kipp, Diana Johnstone, Bill Holdom, Lloyd Sherry, Larry McNabb, Merv Unger and Fred Pattje.
