Marius Purcel, a friend of 30-year-old Hady Quan, has posted a plea on the video-sharing website YouTube.
In the video, Purcel criticizes the Canadian government for failing to participate in search efforts.
"We need your help in raising awareness of this and signing a petition to the local politicians and the prime minister in the hope that it will still be in time to find Hady," said Purcel.
Hady Quan, 30, has not been seen since he was swept to sea off the coast of the Dominican Republic while trying to save another swimmer.

The video is posted on YouTube under the title "Canadian in distress."
Hady Quan disappeared while swimming near the Excellence Punta Cana Resort and Spa on December 29 when he went to help another man who was caught in a rip current.
His family and friends have since spent tens of thousands of dollars to hire boats, a dive team and a helicopter to search for him but have found no trace of the missing swimmer.
