A coroner's report says bad judgment led to the drowning death of a Mountie two years ago.

Forty-six-year-old Const. Jean Minguy fell from an RCMP patrol boat while testing the Zodiac inflatable craft in the Okanagan Lake near Vernon, B.C., in the summer of 2005.

The coroner's report says Minguy made some bad decisions, including leaving his partner on shore, not wearing a life-jacket and not using a cord designed to stop the boat's motor if the operator was ejected.

The report also blames a flawed steering system that would cause the boat to turn violently, which probably threw Minguy into the water.

Minguy tried to swim after the boat, but the coroner says with the weight of his police equipment, including gun belt and bullet-proof vest, he couldn't stay afloat without a life-jacket.

The coroner classifies the death as accidental and makes no recommendations.
