A new offer from the City of Vancouver to its striking inside workers aims to reopen community centres and restore children's and seniors' programs by Labour Day.
The city offered members of CUPE Local 15 a wage increase of 17.5 per cent over a five-year term on Thursday. Workers at other Lower Mainland municipalities have accepted similar terms.
The deal proposed by the city would also see the union sign an Olympic Partnership Agreement that would lay out how the union and the city would work together during the 2010 Winter Games.
The offer has only been extended to the city's 3,500 inside workers, but Tom Timm, the city's general manager of engineering services, said if they accept the deal, he expects 1,800 outside workers represented by CUPE Local 1004 will follow.
Union officials could not be reached for comment Thursday night.
The inside workers are required to respond to the latest deal by noon on Wednesday.
Meantime, 800 public library workers represented by CUPE Local 391 remain off the job as their contract talks continue.
