The B.C. SPCA is asking the public for help in finding the owner of an emaciated border collie that was found tied to a shelving unit at the back of a pet food store.

The six-year-old dog was found abandoned at the Cute Paws Pet Food and Supplies in West Vancouver, Feb. 18, around noon. 

The SPCA officers who found the dog named him Louis.

"He is the sweetest dog and has become a big favourite with staff and volunteers," said Dragana Hajdukovic, manager of the West Vancouver SPCA.

"It's upsetting to think this poor dog was abandoned, especially in this condition."

This incident comes on the heels of two major SPCA seizures of abused animals at puppy mills in the Lower Mainland and an announcement by the premier that the province plans to regulate breeders.
