Sept. 20, 2007 The Ottawa Sun reports the OPP has completed its investigation, and handed its results over to the Toronto Crown Attorney’s Office, which has in turn hired independent legal counsel Scott Hutchison to review the material. This is normal practice, and is meant to ensure objectivity.

The Ottawa Citizen reports that it has been ordered to hand over material relating to the OPP investigation.

O’Brien announces he’s stepping down from the city’s police service board, but says it has nothing to do with the OPP investigation into Kilrea’s allegations.

The Ottawa Citizen reports that OPP investigators have seized pertinent e-mails from a private residence. They were obtained with a search warrant obtained and executed by the OPP’s anti-rackets section.

March 28, 2007
Liberal leader Stephan Dion opens Question Period by demanding that Prime Minister Stephen Harper sever ties with former MP John Reynolds, who is named in Kilrea’s affidavit, and force him to resign as federal Conservative campaign chair while police investigate. Harper accuses the opposition of being so desperate it’s bringing up “scandals that never took place.”

March 27, 2007
Ontario Provincial Police announce they’re launching an investigation into Kilrea’s accusations against O’Brien. Kilrea names former Conservative MP John Reynolds in his allegations.

Feb. 21, 2007
Ontario’s Office of the Attorney General confirms it is reviewing the affidavit.

Feb. 20, 2007
The Ottawa and District Labour Council, which has obtained a copy of the affidavit, requests that provincial officials look into Kilrea’s allegations. The council faxes copies of the six-page document to Premier Dalton McGuinty, Municipal Affairs Minister John Gerretsen, Attorney General Michael Bryant and Hillary McCormack, Ottawa’s Crown attorney.

In a follow-up story, Kilrea stands by his story, and says, “I have nothing to gain from this and I am not going to apologize for telling the truth.” Councillors begin reacting to the story, but most refuse to take sides.

Feb. 10, 2007
A story appears in the Ottawa Citizen with the headline: “O’Brien offered me cash if I quit the mayor race, Kilrea says; Allegation is false, O’Brien insists.” In it, former mayoral candidate Terry Kilrea says in a sworn affidavit that O’Brien offered to cover his campaign expenses if he dropped out of the race and supported O’Brien, which Kilrea called “pretty tempting.” O’Brien admits the meetings took place, but denies making the offer. He says what Kilrea accused him of doing would be “bordering on criminal.”
Feb. 9, 2007
O’Brien’s spokesman, Mike Patton, urges reporters to attend a public event on Feb. 10, a Saturday. Patton says the mayor will be there, and will react to a story coming in Saturday’s Ottawa Citizen. He won’t reveal the nature of the story.

O’Brien is elected mayor. Kilrea loses to Cullen in Bay Ward.

Just nine days before the election, Ottawa Sun columnist Susan Sherring writes a column about an anonymous caller who claims O’Brien offered Terry Kilrea a spot on the National Parole Board if he dropped out of the mayor’s race. Kilrea responds: “Well, I wouldn't say he offered me a spot on the parole board. But he certainly hinted that he could deliver on something like that.” O’Brien refuses to comment.

Kilrea files his papers to run as a candidate for council in Bay Ward against incumbent Alex Cullen.

A couple weeks after Larry O’Brien files his nomination papers for the Ottawa mayoral race, Terry Kilrea withdraws due to “decreasing financial contributions.” Kilrea surprises everyone by backing Bob Chiarelli, whose position on the political spectrum is significantly left of his own. He denies having been influenced by any other candidate to withdraw.
