The news was reported on the singer's website Friday.
Dion, 42, and Angélil, 68, already have a nine-year-old son, René-Charles, who was conceived with the help of fertility treatments.
"Celine first announced the upcoming new additions to the Angélil-Dion family back in May, and now she just revealed that she is expecting twin boys!" the statement said.
Dion, who is on a break from touring, became pregnant after undergoing her sixth in vitro fertilization treatment, her publicist Kim Jakwerth told People magazine.
Dion's efforts reportedly included travelling from her home in Florida to New York for treatments. She also flew to Montreal to undergo therapy with an acupuncturist.
Dion made headlines in November when she revealed that she had suffered a miscarriage.
Dion is 19 weeks into her pregnancy.
The singer is expected to return to Las Vegas in March 2011 to begin a three-year residency at The Colosseum at Caesar's Palace.
The award-winning singer's A New Day closed at The Colosseum (which had been designed and custom-built for the show) in 2007, following a sold-out, five-year extended run.
Since then, Dion has released her English-language studio album Taking Chances as well as a greatest hits album titled My Love: Essential Collection, and embarked on a yearlong, global Taking Chances tour in that brought her to five continents and drew more than three million fans.
Most recently, she was in Los Angeles to participate in a charity cover of We Are The World to benefit Haitian earthquake victims and to perform in a tribute to the late Michael Jackson at the Grammy Awards.
