Riding Profile:
This riding first existed in 1958. It has been NDP since 1990.
This is a central Winnipeg riding. It runs from Portage/Banning /Ellice
in the north to the Assiniboine River in the south. The western boundary
is Century St in the southwest and Banning St in the northwest. The eastern
boundary is Balmoral /Memorial/Osborne St N. The University of Winnipeg
is in the northeast corner of riding.
The population in 1996 was 20,472. The Aboriginal population in 1999 was
19 per cent. There was also a significant Filipino population (5%).
The average family income in 1999 was $37,794 with an unemployment rate
of 16.30 per cent. The incidence of low income, at 50 per cent, was the
second highest in province.
Also, 30 per cent of the families in this riding were lone-parent families.
In 1999, the major industries in this riding were health and social services
(13%), followed by manufacturing (12%).
Political History:
Former Premier Duff Roblin was MLA in this riding from 1958 to 1967.
1972: LIB Izzy Asper was elected in a by-election. Asper became the
leader of Manitoba Liberals in 1970.
1973: LIB Asper defeated ND Murdoch Mackay by four votes. Asper resigned
on March 1, 1975.
1977: PC Bob Wilson, who had been elected here in a by-election in 1975,
defeated ND Murdoch Mackay by 74 votes.
1980: Wilson was expelled from PC caucus and the PC Party. He was convicted
on C.C. charges and sentenced to seven years in prison on Nov 12, 1980.
1981: ND Myrna Phillips defeated PC Len Domino by 1,466 votes.
1986: ND Phillips defeated PC John Campbell by 1,881 votes.
1988: LIB Harold Taylor defeated ND Phillips by 506 votes.
1990: ND Jean Friesen defeated LIB Taylor by 745 votes.
1995: ND Friesen defeated LIB Marilyn MacKinnon by 2,471 votes.
1999: ND Friesen defeated PC Carol Roberts by 3,597 votes.
Jean Friesen is the Deputy Premier, Minister of Intergovernmental Affairs
and the Minister Responsible for Cooperative Development.
