Riding Profile:
This riding first existed in the 1914 election and has been NDP
since 1969. This is a central Manitoba riding. The western boundary is
the Saskatchewan/Manitoba border; Lake Winnipeg forms part of the southern
boundary. This riding includes Easterville and Norway House.
The population in 1996 was 19,449. The Aboriginal population in 1999 was
67 per cent, the second highest in Manitoba.
The average family income in 1999 was $42,878 with an unemployment rate
of 17.80 per cent.
In 1999, the major industries in this riding were health and social services
and retail trade (14% each).
Political History:
1969: ND Ron McBryde defeated, by 195 votes, PC John Carroll who had
held the riding since 1958. He was re-elected in 1973 and 1977.
1981: ND Harry Harapiak defeated PC Pielak by 2,933.
1986: ND Harapiak defeated PC Ernest Polsom by 2,963 votes.
1988: ND Harapiak defeated PC Bruce Unfried by 1,637 votes.
1990: ND Oscar Lathlin defeated PC Alfred McDonald by 143 votes.
1995: ND Lathlin defeated PC Alfred McDonald by 1,115 votes.
1999: ND Oscar Lathlin defeated PC Ron Evans by 215 votes.
Oscar Lathlin is the Minister of Aboriginal and Northern Affairs and
the Minister charged with the administration of The Communities Economic
Development Fund Act.
