Riding Profile:
This riding has existed since the 1903 election. It has been
NDP since 1990. This riding is in southwest Manitoba and has the Saskatchewan/Manitoba
border as its western boundary. Lake Winnipeg forms the eastern boundary
and Lake Winnipegosis runs through the riding. The riding includes Swan
River itself in the southwest. Other communities in this riding include:
Birch River, Ethelbert, Minitonas, Camperville and Winnipegosis.
The population in 1996 was 19,639. The Aboriginal population in 1999 was
36 per cent. Also, 10 per cent of the population listed Ukrainian as their
ethnic origin.
The average family income in 1999 was $35,209 with an unemployment rate
of 10.70 per cent. There was a 28 per cent incidence of low income. Over
a quarter of the population had less than a Grade 9 education (third highest
in the province).
Agriculture was the main industry in 1999 at 22 per cent followed by health
and social services at 12 per cent.
Political History:
1962, 1966, 1969 and 1973: PC James Bilton won.
1977: PC Doug Gourlay defeated ND Len Harapiak by 730 votes.
1981: PC Gourlay again defeated ND Harapiak, this time by 269 votes.
1986: ND Len Harapiak defeated PC Gourlay by 65 votes.
1988: PC Parker Burrell defeated ND Harapiak by 669 votes.
1990: ND Rosann Wowochuk defeated PC Burrell by 233 votes.
1995: ND Wowchuk defeated PC Fred Betcher by 36 votes.
1999: ND Wowchuk defeated PC Maxine Plesiuk by 1,449 votes.
Rosann Wowchuk is the Minister for Agriculture and Food.
