Riding Profile:
The riding first existed in the 1958 election. This central Winnipeg
riding is immediately southwest of the downtown core. It runs south from
the Assiniboine River in the north to the CNR Main Line in the southwest
and Fleet St in the southeast (east of Cambridge); from the CN and CP
lines in the west to Cambridge in the southeast and Stafford in the northeast
(north of Fleet St). The riding includes many of Winnipeg's oldest and
most stately homes. Wellington Crescent and streets such as Elm, Cambridge
and Oxford are renowed for their beautiful homes. It includes the community
of River Heights and part of Crescentwood.
The average value of dwellings in the riding in 1999 was $117,937. The
average family income in 1999 was over $27,000 above provincial average
at $77,701 with an unemployment rate of 5.90 per cent.
River Heights has a history of high voter turnout -- over 80 per cent
in the last six elections.
The population in 1996 was 19,950. In 1999, this riding had one of the
largest Jewish populations in Manitoba (9%). The percentage of population
with university degrees was the highest in the province (38.5%).
In 1999, the major industries in this riding were services (15%) and
educational services (14%).
Political History:
PC Sid Spivak won in 1966, 1969, 1973 and 1977. He resigned in 1979
1979: In a by-election PC Gary Filmon defeated LIB Jay Prober by 966
votes.
Filmon was appointed to Cabinet in January 1981. After redistribution,
Filmon ran in Tuxedo in the 1981 election.
PC Warren Steen, who had been elected in the Crescentwood by-election
in 1975 and was re-elected in 1977, ran in this riding when Crescentwood
riding was abolished.
1981: PC Warren Steen defeated ND David Sanders by 1,688 votes.
1986: LIB Sharon Carstairs defeated PC Steen by 1,485 votes. (Carstairs
had been elected leader of the Manitoba Liberals in 1984)
1988: LIB Carstairs defeated PC Bob Vandewater by 3,247 votes.
1990: LIB Carstairs defeated PC Shaun McCaffrey by 866 votes. Carstairs
resigned as Manitoba LIB Leader, resigned her seat and was appointed to
Senate by Prime Minister Chretien in 1994.
1995: PC Mike Radcliffe defeated LIB Anita Neville by 994 votes.
1999: LIB Jon Gerrard defeated PC Radcliffe by 465 votes.
