Riding Profile:

This riding has existed since the 1958 election, and it has been PC since then. The riding is in southern Manitoba -- the southern boundary is the Manitoba/North Dakota border. Morden and Winkler are the main communities.

The 1996 population was 20,177. This is an ethnically-diverse riding. In 1999, 24 per cent of the population listed German as their ethnic origin, as well as Mennonite (9%) and Dutch (8%).

The average family income in 1999 was $44,624 with an unemployment rate of 5.00 per cent. A quarter of the population had less than a Grade 9 education.

In 1999, the major industries in this riding were manufacturing (17%) and agriculture (16%).

Political History:

  • 1969: PC George Henderson defeated LIB K.J. Draper by 1,008 votes.

  • 1973: PC Henderson defeated LIB Robert McKenzie by 2,855 votes.

  • 1977: PC Don Orchard defeated LIB Vic Epp by 4,073 votes.

  • 1981: PC Orchard defeated ND Jeff Taylor by 5,499 votes.

  • 1986: PC Orchard defeated CORs Abe Giesbrecht by 4,326 votes.

  • 1988: PC Orchard defeated LIB Marilyn Skubovius by 3,872 votes.

  • 1990: PC Orchard again defeated LIB Skubovius, this time by 4,664 votes.

  • 1995: PC Peter Dyck defeated LIB Walter Hoeppner by 2,460 votes.

  • 1999: PC Dyck defeated ND Celso Arevalo by 3,688 votes.

    1999 Turnout: 52.56%



  • Historical Note: Harry Emmerson, premier from 1897-1900 had been elected in Albert.

  • J.D. Hazen, premier from 1908-1911, was elected here in 1899, 1903, and 1908.

  • In 1974, PC MALCOLM "MAC" MacLEOD, first elected here in 1970, defeated LIB FRANK WILSON by 620 votes.

  • MacLEOD appointed Minister of Agriculture and Rural Development, Dec 3/74.

  • In 1978, PC MacLEOD defeated LIB GRANT COLPITTS by 1,380 votes.

  • MacLEOD reappointed Minister of Agriculture and Rural Development, Nov 21/78.

  • In 1982, PC MacLEOD defeated LIB GORDON RATTRAY by 1,467 votes.

  • MacLEOD reappointed Minister of Agriculture and Rural Development, Oct 3/82; appointed Min of Natural Resources and Energy, Oct 3/85.

  • In 1987, LIB HAROLD TERRIS defeated PC MacLEOD by 850 votes.

  • In 1991, COR BEVERLY BRINE defeated PC WAYNE STEEVES by 687 votes.

  • Brine left COR and was sitting as an Independent at the time of next election.

  • In 1995, LIB HARRY DOYLE defeated PC WAYNE STEEVES by 907 votes.

  • DOYLE appointed Minister of State for Youth and Literacy, May 14/98.

  • In 1999 PC WAYNE STEEVES defeated LIB HARY DOYLE by 1,548 votes.
