Riding Profile:
This was a new riding in 1999. This central Winnipeg riding is bounded
by the Red River in the east and south. The rest of the southern boundary
is the Jubilee/CNR line. The riding then runs north on Cambridge to Fleet,
along Fleet to Stafford, Stafford to Corydon and easterly along Corydon/Mulvey
back to the Red River.
The population in 1996 was 20,469. There was a significant seniors (over
age 65) population in 1999 (19%). Also, a 14 per cent immigrant population
combined German (5%), Ukrainian and Jewish (4% each) ethnicities.
The average familiy income in 1999 was $44,963 with an unemployment rate
of 7.70 per cent. The incidence of low income was over 31 per cent. Over
47 per cent of occupied dwellings were rentals in 1999 and over 20 per
cent of families were lone-parent.
In 1999, the major industries in this region were service (19%) followed
by health and social services (13%).
Political History:
Crescentwood:
1990: LIB Jim Carr, incumbent from Fort Rouge ran here and defeated
PC Tom De Nardi by 1,310 votes. Carr resigned in February 1991.
1992: In a by-election LIB Avis Gray, who had been elected in Ellice
in 1988, ran and defeated ND Tim Sale by 441 votes.
1995: ND Tim Sale defeated PC Debbie Vivian by 278 votes. LIB Avis Gray
was third.
Osborne:
1973: ND Ian Turnbull was re-elected.
1977: PC Gerald Mercier defeated ND Turnbull by 96 votes.
1981 and 1986: ND Muriel Smith was elected.
1988: LIB Reg Alcock defeated ND Smith by 1,581 votes.
1990: LIB Alcock defeated ND Donald Bailey by 1,080 votes. Alcock resigned
in 1993.
1993: In a by-election LIB Norma McCormick defeated ND Irene Haigh by
546 votes.
1995: ND Diane McGifford defeated LIB McCormick by 991 votes.
1999: ND Diane McGifford defeated PC Maggie Nishimura by 2,562 votes.
Diane McGifford is the Minister of Advanced Education and Training, the
Minister Responsible for Seniors and the Minister Responsible for the
Status of Women.
