Riding Profile:

This is a new riding, created in 1999. The riding is located in southwest Manitoba. Communities in this riding include Carman, Somerset, Treherne, St Claude, Notre Dame de Lourdes, Miami and Elm Creek. The Long Plain and Dakota reserves are in the northwest corner. The Swan Lake Reserve is in the southwest corner. Spruce Woods Provincial Park forms part of the western boundary.

This riding had the fourth highest percentage (16%) of francophones in the province in 1999. Also,12 per cent had German as their ethnic origin, and the Aboriginal population was seven per cent.

The major industry in Carman in 1999 was agriculture (38%) followed by health and social services (9%). The population in 1996 was 18,687. The average family income in 1999 was $43,401 with an unemployment rate of three per cent.

Political History:


  • 1969: PC James Ferguson defeated incumbent LIB Nelson Shoemaker (who had been elected in 1958, 59, 62, 1966) by 417 votes. He was re-elected in 1973 and 1977.

  • 1981, 1986, 1988 Charlotte Oleson won.

  • 1990: PC Denis Rocan, incumbent from Turtle Mountain, ran in this riding and defeated LIB Cordell Barker, who ran again, by 2,559 votes.

  • 1995: PC Rocan defeated LIB Eric Bzikot by 3,175 votes.

  • 1999: PC Rocan defeated LIB Raymond Le Neal by 1,407 votes.

    1999 Turnout: 60.47%
