Riding Profile:

The riding first existed in the 1990 election. (Both Arthur and Virden were PC from 1953). It is located in the southwest corner of the province on the border with the United States. The Saskatchewan/Manitoba border forms the western boundary. Communities in the riding include: Virden, Elkhorn, Oak Lake, Hartney, Deloraine, Melita, Reston, Boissevain.

In 1999, agriculture was the major industry (32%) followed by health and social services (11%). The riding had one of the highest over-65 populations in Manitoba (19.7%) and 10 per cent listed German as their ethnic origin.

The 1996 population was 19,479. The average family income in 1999 was $41,338 and the unemployment rate was 4.80 per cent.

Political History:

  • 1990: PC Jim Downey, elected in Arthur in 1977, 1981, 1986, 1988, won in this new riding, defeating LIB Glen Mckinnon by 2,688 votes.

  • 1995: PC Downey defeated ND Ray Cantelo by 3,496 votes.

  • 1999: PC Larry Maguire defeated ND Perry Kalynuk by 1,152 votes.

    1999 Turnout: 64.54%
