Rene Levesque may be synonymous with separatism, but Jacques Parizeau came closer to breaking up Canada than anyone. He launched the referendum that brought Quebec to within a hair's breadth of separating. But this Quebecker who talked of "us and them" was no man-of-the-people-and the roots of his Quebec nationalism turn out to be anywhere but in Quebec. He is a separatist who loves England, and a bare-knuckle politician who is also an academic.

As The Life and Times of Jacques Parizeau reveals, behind the brash Parizeau is a deeply private, surprisingly formal and cultivated man. How does he defend himself against charges of racism, even fascism? What role did the women in his life play in his political agenda? Most of all, how does a self-described "public enemy number one" go on after defeat? Quebec-based journalist Francine Pelletier spent a year following Parizeau to get the answers.

Where Levesque is revered, Jacques Parizeau is reviled. He bore the blame for the separatist loss in the last referendum, and his fall from grace reveals the extent of the gap between the former premier and his people. “Public Enemy Number One” tells the story of an aristocratic leader who feels betrayed and abandoned.

This is an intimate portrait of the man behind the politician. The cameras show him at his vineyard in France, relaxing on his farm in the Eastern Townships, and recalling his courtship of second wife, Lisette LaPointe, over lunch at the Ritz Carlton. Journalist Francine Pelletier penetrates Parizeau’s stoic exterior to reveal the wounds of political battle. Here is the story of a man who spent his whole career chasing a dream, only to burn his wings the day he got close to the sun.
