An independent panel released it’s recommendations on the lower churchill hydro deal last week. And not a lot of it was favourable. It questions whether the hydro deal is the best method of meeting the province’s energy needs and just how much the project would benefit Labrador should it go ahead. We examine this issue from many angles.
