Congestion Tax Couldn't Get Past NY State Legislature

An attempt to introduce a congestion tax in New York City failed after the state government refused to pass the necessary legislation. But John Petro, a policy analyst with the Drum Major Institute for Public Policy in New York, told reporter Connell Smith the idea was a good one.
