Fish farming in open pens in the water, or closed pens on land?

Bill Taylor is president of the Atlantic Salmon Federation - he believes closed-pen systems should be used for salmon. Bruce Hancock is the executive director of the Aquaculture Association of Nova Scotia, a group that represents small and medium-sized fish and shellfish farmers, including companies that raise fish in the ocean and some that use closed pens.
