Moncton-area school social worker Michelle MacPherson tells reporter Karen Rawlines that many conflicts between students are incorrectly labelled as "bullying." MacPherson was at a youth conference in the city over the weekend. A group at the rally is working on an action plan with suggested 'best practices' to tackle bullying.
